Repopulation Considerations
Evacuations are a last resort for any public safety agency during an emergency, and those decisions are made with careful consideration for life safety. Likewise, repopulation efforts are a top priority after any event that forces an evacuation. However, depending on the circumstances, there are many safety precautions that need to take place before an area is considered safe to re-enter.
- The danger has subsided and public safety personnel have left the area.
- Utility providers, such as Southern California Edison and SoCal Gas have inspected their equipment and restored services.
- Water systems have been restored, repaired and tested for safety.
- Debris and/or hazardous materials have been addressed.
In areas where fire danger is still present, please continue to adhere to road closures and any evacuation orders or warnings and drive slowly and yield to emergency personnel in the area. If you see electrical wires on the ground, stay clear and contact your power company immediately. Trees and poles with deep charring, particularly if still smoking, should be considered hazardous. As you re-enter your property and evaluate damage, be aware that hazardous conditions may exist, particularly if a residence or out-building has burned. When neighborhoods are impacted by wildfire, critical infrastructure can also be impacted. Water systems can lose power or sustain damage. There is also the potential for the chemical Benzene to leach into the water system from materials burned in structures and pose health risks. Three water purveyors were impacted by the Mountain Fire and have issued unsafe water alerts to their customers. As areas are repopulated, potable water may not be readily available through the tap. All three companies are working diligently to restore full capacity, make repairs, flush systems and send samples to independent laboratories to ensure the water meets requirements set by the State Water Resources Control Board. As soon as lab results confirm the water is safe to drink, the unsafe water alerts will be lifted. This could take anywhere from several days to a week, depending on system needs and laboratory testing. Please see below for details for each water purveyor.
